Infants are able to see when first born, but not well, because their eyes are not fully developed at birth. The areas of the retina which "see" develop more fully between one and four months after delivery. Even so, children do not achieve 20/20 vision until about age 6.
The first sign that an infant's eyes are developing is when they begin to focus on faces which are close to theirs. This should occur by about 1 to 2 months of age. An abnormality is suspected if an infant continues to have a vacant stare past this point, and should be evaluated by more sophisticated testing.
