It is usually not dangerous for the baby to swallow amniotic fluid and that happens as part of the normal fetal activities in utero. However, if the amniotic fluid has meconium and the baby has that meconium stained amniotic fluid in the oral and nasal passages at birth, then the meconium stained fluid can move into his lungs when he takes his first breaths. That can be dangerous in causing an inflammation in the lungs that can make breathing an issue for the baby in transition after birth and can even cause a type of pneumonia.
