Wilcox says some parents don't realize the bath seats they put their children in are not safety devices and can tip over. "If they tip over and get their heads wedged in the side of the pool, it takes two minutes or less for them to drown," she says. "It's not something you can walk away for three minutes to answer the phone."

The best way to prevent drowning, other than adult supervision, is to have a four-sided fence with a self-closing gate that automatically latches shut, says Wilcox. "People assume because it's a little pool and they have blown it up themselves and put water in it [that] it's not as dangerous as a big pool, but it i," she adds.
